In one of his reports to the Comité about the decline in population, company doctor of Union Minière Mottoulle indicated a total lack of any moral as one of the main reasons (PV 575 C.I.C.). As major colonial centre of power, the Comité Intérieur Colonial decided among others how much money was spent on which good cause. For instance, anti-communist organisations were supported, but also missions such as Scheut intended to increase morals among Congolese women and youngsters.
