Rwanda and Urundi were highly populated areas. There was a constant fight against looming famine as a result of insufficient or excessive rainfall and of grashopper plagues. The mandate authority tried to solve these problems by afforestation in order to counter floods, by the introduction of obligatory cultivation of potatoes and manioc for instance and by filling up marshes.
