A management policy for the whole group and its structuring with regard to evolutions and crises were elaborated 'in a small committee'. This way, a collective policy was elaborated to maybe prevent Congolese workers to travel on the occasion of Expo 58: "It considers that encouraging travels of Congolese workers and forbidding European agents to do so [...] would in fact be racial discrimination".
