The British wanted to reach a bilateral agreement with Belgium about compensations for the war effort undertaken by our country. The Belgians sent colonial advisor Orts to negotiate in Paris, among others with Lord Alfred Milner. Orts was quite well-known. During the war, he had already advised the government in colonial matters. Telegram, 16 June 1916.
