In the run-up to the relinquishment of Congo Free State to Belgium, the sovereign was reluctant. He wanted to fix the conditions and deadlines for the relinquishment. A Commission of XVII was set up to author the Colonial Charter, a sort of colonial constitution. Received letter, 1908.
