State agents enjoyed much freedom in the wilderness of Africa. Their pay was kept low but could be increased via a system of bonuses: the more taxes (rubber) one collected, the higher the bonus. This way, agents were highly tempted by abuses. Confidential note about the excessive behaviour of a state agent, [after 1907].
