The exploitation policy of Leopold II and of the concessionaires raised criticism both within the entourage of the Sovereign, and in Belgium and abroad. In 1904 the Sovereign reluctantly let an investigaiton committee shed light on the incidents and practices in Congo Free State. Note with proposals for reforming the territorial policy based on the criticisms formulated by the inquiry commission, 1906.
